The Chinese government controls the overseas leisure travel of the vast majority of its citizens through the ADS scheme. Overseas leisure travel is generally only permitted to destinations that have entered into Approved Destination Status (ADS) agreements with China. For these destinations, a one-trip visa is issued and Chinese nationals must travel in a group (of minimum 5 people and escorted by a group leader) according to a pre-arranged itinerary by a licensed outbound tour operator in China. The UK signed ADS in January 2005 and so far over 120 other countries have signed the ADS agreement with China. However, given the significant number of countries with ADS and market developments over recent years, the scheme is now being relaxed and independent travel out of China for various purposes including holiday, VFR and others is on the increase.
